City of Hope® Cancer Center Phoenix, with four locations across the Valley, provides multidisciplinary care to diagnose and treat all types and stages of breast cancer. Our program offers patients the specialty care they deserve from diagnosis through survivorship, with physicians who specialize in early and advanced stage breast cancer. Additionally, we offer a high-risk breast cancer program to individualize risk profiles and provide optimal strategies for early detection.

Associate Clinical Professor, Department of Medical Oncology & Therapeutics Research
Cynthia Lynch, M.D., joined City of Hope Phoenix in 2015. In her role as a medical oncologist, Dr. Lynch exclusively focuses her practice on the clinical management of breast cancer. As part of the Women’s Cancer Center at City of Hope Phoenix, Dr. Lynch works with a multidisciplinary team of specialists dedicated to cancers that affect women, including breast and gynecologic malignancies. During her career she has led numerous clinical trials, with focuses on breast malignancies, including several focused on advanced breast cancer treatments.

Linda Ling-Ying Liu, M.D., is a board-certified breast cancer surgeon at City of Hope Care Center Scottsdale and City of Hope Cancer Center Phoenix. With more than 20 years’ experience in her field and a collaborative approach to care, Dr. Liu is dedicated to working closely with patients to ensure they receive innovative, compassionate care and superior aesthetic results.

Raquel Prati, M.D., joined City of Hope Phoenix in July of 2017. In her role as a breast surgeon at City of Hope Phoenix, Dr. Prati performs breast surgery, including lumpectomies and mastectomies, offering minimally invasive options whenever possible. She has extensive experience in skin- sparing and nipple-sparing techniques, which allow for immediate reconstruction by a plastic surgeon. Dr. Prati works with a multidisciplinary team of dedicated breast cancer specialists to meet the needs of her patients who require additional treatment before or after surgery.
Plastic Surgeon
Zoe MacIsaac, M.D., joined City of Hope in 2019. As a plastic surgeon at City of Hope Phoenix, Dr. MacIsaac focuses her practice on breast cancer reconstruction, as well as complex reconstruction of the head and neck, the extremities and other areas. She performs primary and secondary breast reconstruction after mastectomy, including reconstruction following nipple-sparing mastectomy and reconstruction after lumpectomy, including oncoplastic rearrangement and oncoplastic breast reduction. Dr. MacIsaac’s techniques are tailored to each individual patient and ranges from autologous fat transfer to tissue expander and implant-based reconstruction. In addition, she performs completely autologous procedures using only the patient’s own tissue during breast reconstruction and repairs nerve endings following mastectomy to give patients chance to regain sensation.

LaNette F. Smith, M.D., joined City of Hope in 2026. As a breast surgeon, Dr. Smith works closely with patients diagnosed with multiple types and stages of breast cancer, offering both conventional and less invasive surgical treatment options, including nipple sparing mastectomy and image guided breast biopsy. Throughout her career, she has cared for patients across Arizona, providing individualized surgical care grounded in expertise and compassion.
